Nick Falvo, a doctoral candidate at Ottawa's Carleton University, has undertaken a study of homelessness and affordable housing in the NWT in partnership with the Centre for Northern Families.
"If the federal government does not announce new funding for housing soon, many of the housing units that exist today in the NWT will disappear," according to Falvo's report.
Based on a number of criteria, Falvo found that, compared to the rest of Canada, housing in Yellowknife is "a bit worse" and housing in small NWT communities is "much worse."
The recently released How Ottawa Spends, 2011-2012, includes the chapter "Who Pays, When, and How? Government-Assisted Housing in the Northwest Territories and the Role of the Federal Government" by Falvo. The following is an excerpt:
In the post-World War II era, the federal government was embarrassed into helping NWT residents meet basic social needs, as the international spotlight highlighted the fact that Ottawa was neglecting the North. The federal government had little choice but to step up its efforts to meet social needs. As the Harper government vies for a physical presence in North in an effort to make the most of geopolitical opportunity, history may repeat itself.
Overcrowded housing and units in disrepair can exist when nobody is watching, but they can become glaringly obvious in the spotlight of an international race for access to oil and minerals.
